Mandatory Registration - Act 520

Effective from 20 July 1995, it is mandatory for all contractors, whether local or foreign, to register with CIDB under Section 25 of Act 520 (Amendment 2011) before carrying out and completing any construction work in Malaysia.

What Is PPKA?

PPKA (Perakuan Pendaftaran Kontraktor Asing / Foreign Contractor Registration Certificate) is a mandatory registration certificate for foreign companies wishing to carry out construction work in Malaysia. PPKA is only available for Grade G7, which means companies can undertake projects with unlimited value.

PPKA registration requires the company to be registered with SSM (Companies Commission of Malaysia) and meet the financial capacity and technical personnel requirements set by CIDB.

To participate in government project tenders, PPKA companies need to apply for SPKKA (Government Works Procurement Certificate for Foreign Contractors) which is only available for companies from CPTPP member countries.

Company Requirements

  • SSM Registration

    Must be registered with Companies Commission of Malaysia (ROC) as Sdn Bhd or LLP

  • Minimum Paid-Up Capital

    Paid-up capital of at least RM 750,000.00

  • Equity Holding

    According to trade agreements: GATT Malaysia <70%, Foreign >30%

Technical Personnel Requirements

  • Number of Personnel

    Minimum 2 Malaysian citizens

  • Academic Qualification

    Degree related to construction field (Civil Engineering, Architecture, etc.)

  • Work Experience

    At least one must have more than 5 years experience

What Is SPKKA?

SPKKA (Government Works Procurement Certificate for Foreign Contractors) is an additional certificate required for PPKA companies wishing to participate in government project tenders and execute government projects in Malaysia.

SPKKA is only available for companies from CPTPP member countries: Australia, Brunei, Chile, Japan, Mexico, New Zealand, Peru, Singapore, and Vietnam.

Consultation & Assessment

Collect all required documents including SSM, financial statements, technical personnel qualification certificates, and others.

CIMS Registration

Application submitted through CIMS-CIDB portal (cims.cidb.gov.my). 70% payment required during application.

Approval & Certificate

After approval (15-25 working days), digital PPKA certificate is available in CIMS system. Pay remaining 30% and you can start operations.
